Terence Blackwell Jr. is CEO of Chimes International Ltd.,

Chimes is a $220 million dollar annual operating budget nonprofit serving persons with different abilities in 7 states of the Mid-Atlantic. He holds a dual Master’s of Science from the University of Pennsylvania and is a permanently licensed school principal (NY) as well as a Board Certified Behavior Analyst who is licensed and a regular presenter at International and national conferences. He has more than 40 years’ experience working with persons with developmental disabilities in both residential, day and educational settings.

Mr. Cotter is an established expert in Federal Procurement and the AbilityOne program and lifelong advocate and parent. He will discuss work after education and details on the AbilityOne program - what it is, how it works and how it might provide an added planning resource for transitioning.
